Ways to Attend:

  • Delegates - Participants who register directly with a lodge contingent. Lodge leadership will coordinate payment of conference fees. Use the Lodge Locator Tool to find your local lodge.
  • Individuals - Participants who register outside of their lodge contingent. Council Scout executives must still approve these individuals’ attendance. These participants will register directly through the National OA Event Registration System (NOAERS) and will be housed in premium (hotel) housing. This option is only available for adult participants at least 21 years old.
  • Staff - Volunteers who execute the conference and coordinate their own travel. Staff opportunities are available for both youth and adults. Staff can either choose to stay in University of Tennessee, Knoxville dorms or premium (hotel) housing and will register directly through the National OA Event Registration System (NOAERS).
  • Virtual Delegates - Participants who do not travel to Knoxville but still want to watch a livestream of NOAC programs and other exclusive content. These individuals will register directly through NOAERS.

    • Refundable minus $100 deposit, unless event is cancelled (e.g. COVID) then fully refundable
    • $100 deposit paid at initial registration

COVID-19 Planning Guidance

The Order of the Arrow is committed to providing a safe environment for gathering and learning at the 2022 National Order of the Arrow Conference (NOAC). NOAC will follow guidance, policies and best practices from the Boy Scouts of America (BSA), the Centers for Disease Control and Prevention (CDC), Federal State and Local governments and the University of Tennessee (UT). Contingents, staff members and individual delegates are welcome to use the below planning guidance to understand the conference’s approach. Given the dynamic nature of the COVID-19 pandemic, guidance may be revised at anytime with limited advance notice.

General Questions:

Q: What is a NOAC?

A: The National Order of the Arrow Conference (NOAC) is the flagship national Order of the Arrow event. It is held every two years at a major university campus and is typically attended by as many as 8,000 Arrowmen from all 50 states. It is second only to the BSA National Jamboree in size and scope. Our largest conference was in 2015, attended by more than 15,000 Arrowmen to commemorate the 100th anniversary of the Order of the Arrow. We expect at least 6,000 Arrowmen to attend in 2022.

Q: When and where will NOAC be held?

A: NOAC will be held July 25 – July 30th, 2022 at The University of Tennessee, Knoxville. UT Knoxville also hosted the 1977, 1992, and 2000 national OA conferences.

Q: Who can attend NOAC?

A: Any registered member of the Boy Scouts of America and the Order of the Arrow as of the conference start date. Attendance requires the review and approval of your council Scout executive or their designee. All attendees are required to provide BSA Annual Health and Medical Record (AHMR) forms A&B. Adults also require up-to-date BSA Youth Protection certification.

Q: How much does NOAC cost to attend?

A: NOAC fees are based on attendee type. Conference fees cover housing, program, and food service during the event. Staff and individual attendees are responsible for coordinating their own transportation to UT. For delegates, additional fees for transportation to and from the conference as well as any contingent expenses are at the discretion of your lodge contingent leadership.

Q: Should I register as a delegate or individual?

A: Youth attendees (under the age of 21) must register as a delegate with their local lodge contingent unless they intend to serve as a staff member. Adult attendees (at least 21 years old) may choose to register as either a delegate or individual. Delegates register and travel with their lodge contingent. Contingents are housed together in air-conditioned UT residence halls and are seated together at the nightly shows. Adults who wish to participate in the conference alongside members of their lodge should register as a delegate.

Q: How do I register?

A: Delegates will register directly with their lodge leadership. All other attendees will register individually in NOAERS beginning October 4, which can be found at

Q: How can I register as a staff member?

A: Staff members require the same local approval and documentation as contingent members, with additional approval from the lead adviser of the NOAC committee to which you apply. Lead adviser contact information will be made available in the forthcoming Conference Registration Kit.

Q: When will registration be open?

A: Registration will open in early October for individuals, virtual participants, and staff. Delegates should contact their local lodge leadership.

Q: When will Conference Registration Kits be available?

A: Conference Registration Kits will be available for contingent leaders later in the summer of 2021.

Q: Is there a quota or youth to adult ratio that will be enforced?

A: There are no lodge capacity quotas. The NOAC committee always recommends a 2:1 youth to adult ratio for your lodge contingent in order to maximize the youth delegate experience. Your contingent cannot have more adults than youth.

Q: Are there day passes available?

A: Day passes are not available for NOAC. Everyone attending NOAC must be either a registered delegate, staff member, or invited guest.

Q: What are the closest airports to the university?

A: McGhee Tyson Airport (TYS) is located in Knoxville and is approximately 20 minutes from campus and is serviced by American, United, Delta, and Allegiant airlines. Nashville International Airport (BNA) is approximately 2.5 hours from Knoxville and Hartsfield-Jackson Atlanta International Airport (ATL) is approximately 3.5 hours from Knoxville.

Q: Will airport transportation be available?

A: Yes, for an additional fee. NOAC will offer airport transportation from/to McGhee Tyson Airport (TYS) and potentially Nashville (BNA) for both individuals and contingents. Fees and details will be forthcoming, including confirmation of Nashville (BNA) service.

Q: How early can we arrive on campus?

A: Contingents should plan to arrive on the UT Knoxville campus no earlier than Monday, July 25th. There are no accommodations available for early arrivals. Contingent check-in times will be assigned during the registration process. The first meal provided will be dinner on Monday, July 25th.

Q: When should we plan to leave?

A: Program officially concludes with the Friday evening Theme Show and any post-show activities. The final meal served will be breakfast on Saturday, July 30th.

Q: Where will we be housed?

A: Contingents and staff will be housed and eat meals in University residence halls located throughout campus. Linens and towels will be provided.

Q: Can our contingent reserve additional discounted or standard delegate slots after our initial registration selection?

A: Yes, contingents are welcome to add slots throughout the registration cycle. Discounted delegate slots can be added until December 15. Standard delegate slots can be added until May 31 or until the conference is sold out.

Q: Can our contingent change a discounted youth slot to an discounted adult slot at no charge?

A: Yes, delegate slots of the same type can be transferred between youth or adult.

Q: When does our contingent need to assign individual delegate names to our reserved slots?

A: No later than May 31, 2022. You are welcome to begin associating names once the slots are created and approved. Recommend contingents aim to associate names to slots by early 2022. Program registration opens on April 4, and any delegate not associated to a slot will be unable to express their program activities and training preferences.

Q: Can our contingent transfer unused discounted delegate slots to standard delegate slots?

A: No, delegate slots can not be transferred between types (i.e. discounted to standard or standard to discounted).

Q: What happens if our contingent has not paid in full for discounted delegate slots by December 31?

A: Any discounted registration not paid in full by December 31, 2021, will incur a $50 upcharge and the non-refundable deposit amount will remain in enforced.

Q: When we have associated a slot to an individual delegate name and then that delegate drops out, can we associate that slot to a new delegate?

A: Yes, contingents can associate a new delegate’s name to slots if individuals from your contingent can no longer able to participate.

Q: What staff roles are available?

A: Staff roles are available for both youth and adults in a variety of positions. For more information, please see the Contingent Reservation Kit.

Q: Has the "paid in full" deadline for Discount Slots changed? If so, why?

A: Yes, the "paid in full" deadline for discounted slots has been changed from December 15, 2021 to December 31, 2021 to allow for additional payment processing time for contingents. The deadline to sign up for discounted slots remains December 15, 2021. All discounted delegate slots must be reserved within NOAERS.
